释义	行政决定是指行政机关及其公务员经法定程序依法对相对人的权利义务作单方面处分的行为。其特点:具有强制性和单方性;直接处分相对人权利和义务，须依法定程序，通常不能及时做出。其具体形式则有行政许可、行政奖励、行政命令和行政处罚等四种。法律依据《中华人民共和国行政处罚法》第五十一条违法事实确凿并有法定依据，对公民处以二百元以下、对法人或者其他组织处以三千元以下罚款或者警告的行政处罚的，可以当场作出行政处罚决定。法律另有规定的，从其规定。
