释义	未满18周岁的公民需要更改姓名的，可由父母或抚养人提出书面申请，经户籍所在地公安机关核实情况后予以变更。父亲下落不明的，可以到法院提起宣告失踪或者宣告死亡的请求，携带法院判决书，社区证明到户籍所在地公安机关办理。法律依据：《中华人民共和国户口登记条例》第十八条公民变更姓名，依照下列规定办理:1.未满十八周岁的人需要变更姓名的时候，由本人或者父母、收养人向户口登记机关申请变更登记2.十八周岁以上的人需要变更姓名的时候，由本人向户口登记机关申请变更登记。
