释义	可以起诉的。即使过了诉讼时效，胜诉权利已经失去，但是欠条的实体权利依然存在，对方还钱给你，依然可以接受，有帐抵扣依然可以抵扣。欠条存在作废，不存在失效。法律依据：《中华人民共和国民事诉讼法》第二百一十九条当事人超过诉讼时效期间起诉的，人民法院应予受理。受理后对方当事人提出诉讼时效抗辩，人民法院经审理认为抗辩事由成立的，判决驳回原告的诉讼请求。
