释义	当然不允许。对于直接抚养子女但却有困难不能抚养的情况来说，有抚养权的一方可以请求变更抚养权。在另一方也无抚养能力的情况下可以请求亲戚收容领养，或请求政府代为收容。无能力抚养小孩送孤儿院是不被允许的。法律依据：《中华人民共和国民法典》第一千零四十四条收养应当遵循最有利于被收养人的原则，保障被收养人和收养人的合法权益。禁止借收养名义买卖未成年人。
