释义	法律分析：承诺撤回是指承诺人在承诺生效前有权取消承诺。撤回的通知必须先于或同时与承诺到达要约人，才发生阻止承诺生效的效力，撤回的通知如果迟于承诺到达要约人，因承诺已经成效，则不发生承诺撤回的效果。法律依据：《中华人民共和国民法典》第一百四十一条行为人可以撤回意思表示。撤回意思表示的通知应当在意思表示到达相对人前或者与意思表示同时到达相对人。
