释义	倒闭，法律意义上是指破产。从目前的政策和法规来看，我们国家的银行发生破产的机率极小。从与银行破产内容相关的法规上看，《企业破产法》中对金融机构(即银行)的破产只作了原则性的规定，《中国人民银行法》、《银行业监督管理法》、《商业银行法》、《公司法》及一些行政法规、司法解释虽然作了些规定，但并没有形成了一个比较系统化的银行破产法律制度，而且这些规定大都缺乏操作性。从政府政策上看，为了保证储户不受损失，政府会为银行兜底，即通过政府财政为银行做担保。
