法律分析：
一、当事人可以委托下列人员作为代理人：（一）律师；（二）当事人的近亲属；（三）有关社会团体或者所在单位推荐的人；（四）有正当理由经仲裁委员会许可的其他公民。部分地区有关于公民代理人的特殊规定，在审核代理人资格时予以注意。二、委托事项和权限应注明具体权限是“特别授权”还是“一般授权”， 如为“一般授权”或“全权代理”而无具体授权的，代理人无权代为承认、放弃、变更仲裁请求，进行和解，提起反申请、请求和接受调解。委托事项和权限仅为特定事项的，在第三项中列明。三、本委托书一式两份，均应由委托人及受委托人签章，一份提交给仲裁委员会，一份交受委托人。

《中华人民共和国民法典》
第九百一十九条 委托合同是委托人和受托人约定，由受托人处理委托人事务的合同。
第九百二十二条 受托人应当按照委托人的指示处理委托事务。需要变更委托人指示的，应当经委托人同意；因情况紧急，难以和委托人取得联系的，受托人应当妥善处理委托事务，但是事后应当将该情况及时报告委托人。
