释义	法律分析：中国的边检部门从建国以后改变过多次编制，至今也没有完全定型。1983年，全国边防部队划归各武警总队建制。但是到了87年的时候，边防武警又从武警总队中分离，划归公安部领导，也就是后来的公安部四局——边防局，所以现在的边防武警并不属于武警总队管理。法律依据：《中华人民共和国警察法》第六条公安机关的人民警察按照职责分工，依法履行下列职责：（十）维护国（边）境地区的治安秩序；
