释义	法律分析: 过塑无效。因《出生医学证明》上有许多防伪鉴定的标记，经加膜后公安机关无法进行鉴定，如果强行揭掉过塑膜，整个证件就损坏了，无法进行真伪鉴别。法律依据: 《中华人民共和国户口登记条例》第七条婴儿出生后一个月以内，由户主、亲属、抚养人或者邻居向婴儿常住地户口登记机关申报出生登记。弃婴，由收养人或者育婴机关向户口登记机关申报出生登记。
