防暑降温费与高温津贴不是一回事但能同时享受。高温补贴是强制对特定工作者发放的，防暑降温费是单位自愿发放的，可以给所有员工进行发放。如果愿意，也可以给在空调场所工作的员工发放。
法律依据:
《防暑降温措施管理办法》 第十二条 用人单位应当在高温工作环境设立休息场所。休息场所应当设有座椅，保持通风良好或者配有空调等防暑降温设施。
