释义	挂职是在公务员法中存在的，就是在不改变干部行政关系的前提下，委以具体的职务到其他地方，培养锻炼的一种临时性的任职行为。也就是说，挂职一般是到基层锻炼，大部分会给一个基层副职，很少会给正职。因为挂职干部不稳定，可能会被派去挂职，这是说明表现比较好，有较好的工作能力，有培养前途。法律依据：《国家公务员暂行条例》第六十条挂职锻炼，是指国家行政机关有计划地选派在职国家公务员在一定时间内到基层机关或者企业、事业单位担任一定职务。国家公务员在挂职锻炼期间，不改变与原机关的人事行政关系。
