商品包装盒上必须有中文说明，否则就是犯了中华人民共和国产品质量法。
【法律依据】：
《中华人民共和国产品质量法》 第二十七条 产品或者其包装上的标识必须真实，必须有检验合格证明；有中文标明的产品名称、生产厂厂名和厂址；根据产品的使用特点和使用要求，需要标明产品规格、等级、所含主要成份的名称和使用要求，并用中文相应予以标明；此外，还要有生产日期、安全使用期限以及相应的警示标志。
