释义	法律分析：廉租房的租户无法成立业主委员会。业主委员会成员必须是房屋产权人，即业主。一般来说，廉租房大多是公租房，房管部门既是业主，也是物业管理者。成立业委会没意义。法律依据：《物业管理条例》第十条同一个物业管理区域内的业主，应当在物业所在地的区、县人民政府房地产行政主管部门或者街道办事处、乡镇人民政府的指导下成立业主大会，并选举产生业主委员会。但是，只有一个业主的，或者业主人数较少且经全体业主一致同意，决定不成立业主大会的，由业主共同履行业主大会、业主委员会职责。
