释义	基本医疗是指职工在患病时，能得到目前所提供给他的、能支付得起的、适宜的医疗技术。医学诊疗技术是不断发展的，一些高新技术和药品往往需要支付高额费用。如果经济条件不允许，而又确定了过高的保障水平，势必造成医疗保险基金超支“出险”，使医疗保险制度无法运行，结果是广大职工得不到基本医疗保障。确定医疗保险的保障水平，有多种可选择的目标：（l）保障全部医疗需求；（2）保障大部分医疗需求；（3）保障既定的医疗需求；（4）保障基本医疗需求。
