释义	法律分析：相对人，指在行政法律关系中与行政主体相对应一方的公民、法人和其他组织。例如，在药品监督管理关系中，药品监督管理机关是行政主体，药品生产、经营、使用单位就是行政相对人；在工商管理关系中，工商机关就是行政主体，而作为工商管理对象的企业、个体工商户及其他经营主体就是行政相对人。法律依据：《中华人民共和国行政处罚法》第四条公民、法人或者其他组织违反行政管理秩序的行为，应当给予行政处罚的，依照本法由法律、法规、规章规定，并由行政机关依照本法规定的程序实施。
