释义	法律分析：确定中标人后一般先进行三天的中标公示，公示完毕无异议后就可发中标通知书了。中标人确定以后，招标人应当向中标人发出中标通知书，同时通知未中标人，并与中标人在30个工作日之内签订合同。中标通知书对招标人和中标人具有法律约束力。法律依据：《工程建设项目施工招标投标办法》第五十六条评标委员会完成评标后，应向招标人提出书面评标报告。评标报告由评标委员会全体成员签字。评标委员会提出书面评标报告后，招标人一般应当在十五日内确定中标人，但最迟应当在投标有效期结束日三十个工作日前确定。
