转业之前发生的问题转业后会处理。转业干部到地方报到前发生的问题，由其原部队负责处理；到地方报到后发生的问题，由安置地人民政府退役军人工作主管部门处理，涉及原部队的，原部队协助安置地政府处理。《中华人民共和国退役军人保障法》第十三条
退役军人原所在部队应当将退役军人移交安置地人民政府退役军人工作主管部门，安置地人民政府退役军人工作主管部门负责接收退役军人。
退役军人的安置地，按照国家有关规定确定。
