释义	法律分析: 公务员需要签合同。但是公务员签的是聘任合同，不是劳动合同；聘任合同应当具备合同期限，职位及其职责要求，工资、福利、保险待遇，违约责任等条款。聘任制公务员实行协议工资制，具体办法由中央公务员主管部门规定。《中华人民共和国公务员法》第一百零二条机关聘任公务员，应当按照平等自愿、协商一致的原则，签订书面的聘任合同，确定机关与所聘公务员双方的权利、义务。聘任合同经双方协商一致可以变更或者解除。聘任合同的签订、变更或者解除，应当报同级公务员主管部门备案。
