丈夫不给妻子生活费是可以起诉的。妻双方在婚姻家庭关系中地位平等，夫妻之间具有相互扶养的义务。一方不承担扶养义务的，另一方有权要求其给付扶养费，这是一种法定义务，同时也是夫妻双方之间平等的义务，并不是一方的单独义务，当丈夫需要扶养时，妻子当然也同样要给与生活费。
法律依据：
《中华人民共和国民法典》 第一千零五十九条 夫妻有相互扶养的义务。需要扶养的一方，在另一方不履行扶养义务时，有要求其给付扶养费的权利。
