释义	无论在售票网站还是车站售票窗口，只能办理一次改签手续。高铁车票在退票时，应当在购票地车站或票面发站办理。在发站开车前，退还全部票价，核收5%的退票费。法律依据：《动车组列车旅客运输管理机制》第三十四条旅客不能按票面指定的日期、车次乘车时，应当在票面指定的日期、车次开车前办理一次提前或推迟乘车签证手续，特殊情况经站长同意可在开车后2小时内办理。持动车组列车车票的旅客改乘当日其他动车组列车时不受开车后2小时内限制。团体旅客不应晚于开车前48小时。
