释义	法律分析：民用电，房东收1.5元一度的电费，如果超过了当地电网电费的价格，是违法的。任何单位和个人都不能在电费中加收其他费用。法律依据：《中华人民共和国电力法》第二十四条国家对电力供应和使用，实行安全用电、节约用电、计划用电的管理原则。第四十四条禁止任何单位和个人在电费中加收其他费用；但是，法律、行政法规另有规定的，按照规定执行。地方集资办电在电费中加收费用的，由省、自治区、直辖市人民政府依照国务院有关规定制定办法。禁止供电企业在收取电费时，代收其他费用。
