法律依据：《党政机关公文处理工作条例》 第二十四条 对收到的公文应当进行初审。初审的重点是：是否应当由本机关办理，是否符合行文规则，文种、格式是否符合要求，涉及其他地区或者部门职权范围内的事项是否已经协商、会签，是否符合公文起草的其他要求。经初审不符合规定的公文，应当及时退回来文单位并说明理由。
