释义	法律分析：灵活就业人员，因为自身工作时间不固定，许多人经常跳槽，其在职时间短至两三个月，甚至一两个星期。而现行失业保险办法规定，参保1年内或者自行辞职都不能享受失业保险，只计算其缴费时间。法律依据：《中华人民共和国失业保险条例》第二条城镇企业事业单位、城镇企业事业单位职工依照本条例的规定，缴纳失业保险。城镇企业事业单位失业人员依照本条例的规定，享受失业保险待遇。本条例所称城镇企业，是指国有企业、城镇集体企业、外商投资企业、城镇私营企业以及其他城镇企业。
