项目备案证明是立项。它们之间没有区别，登记备案是立项的一种形式。
外界所说的项目立项是个统称，从具体业务角度而言，项目立项的办理分为三种，审批，核准和登记备案，其中，政府投资类项目、银行政策性贷款类项目属于审批类，需要从严管理、把握。
法律依据：
《政府核准的投资项目目录》 一、企业投资建设本目录内的固定资产投资项目，须按照规定报送有关项目核准机关核准。企业投资建设本目录外的项目，实行备案管理。事业单位、社会团体等投资建设的项目，按照本目录执行。
