释义	法律分析：烟草证不可以转给别人使用。法律依据：《烟草专卖许可证管理办法》第三十一条烟草专卖许可证的持证人改变经营地址（因道路规划、城市建设等客观原因除外）或者具有国家烟草专卖局规定的其他情形的，应当重新申领烟草专卖许可证。所持有的烟草专卖许可证其他登记事项发生改变的，应当及时变更烟草专卖许可证。第四十三条公民、法人或者其他组织未领取烟草专卖许可证擅自从事烟草专卖品生产经营活动的，烟草专卖局应当依法查处。构成犯罪的，依法移送司法机关追究刑事责任。
