释义	不需要，二代《残疾人证》十年到期了，大部分是可以直接换证；如果残疾有好转或者加剧的，可以要重新鉴定等级，调整等级后发放新的《残疾人证》。法律依据：《中华人民共和国残疾人证管理办法》第十九条残疾人证有效期十年，期满可到批准残联免费换领，同时将原残疾人证交回。发证残联在新换领残疾人证的备注栏中注明换发信息，将回收的旧证统一销毁。
