释义	法律分析：所有公共建筑内的单位，包括国家机关、社会团体、企事业组织和个体工商户，除医院等特殊单位以及在生产工艺上对温度有特定要求并经批准的用户之外，夏季室内空调温度设置不得低于26摄氏度，冬季室内空调温度设置不得高于20摄氏度。法律依据：《中华人民共和国节约能源法》第三十七条使用空调采暖、制冷的公共建筑应当实行室内温度控制制度。具体办法由国务院建设主管部门制定。
