释义	法律分析：银行卡被法院冻结后，如果办理新卡仍有可能会再被冻结的。法院冻结银行卡，是根据当事人的申请而采取的财产保全措施，其目的是为了防止被告转移资产，逃避债务，或是在执行中依法采取的执行措施。法律依据：《中华人民共和国行政强制法》第二十九条结存款、汇款应当由法律规定的行政机关实施，不得委托给其他行政机关或者组织；其他任何行政机关或者组织不得冻结存款、汇款。冻结存款、汇款的数额应当与违法行为涉及的金额相当；已被其他国家机关依法冻结的，不得重复冻结。
