实施意见等不属于规范性文件。规范性文件,是各级机关、团体、组织制发的各类文件中最主要的一类,因其内容具有约束和规范人们行为的性质,故名称为规范性文件。
法律依据：
《中华人民共和国行政复议法》 第七条 如果认为具体行政行为所依据的行政规范性文件不合法，公民、法人或者其他组织在申请行政复议时可以一并向行政复议机关提出审查该文件的申请。
