释义	关于财产保全的处置问题，也就是诉前财产保全，由利害关系人在起诉之前，向受诉法院提出申请。人民法院接受申请并裁定保全的，申请人在三十日以内不起诉的，即解除裁定保全。诉讼财产保全可以在起诉同时申请，也可以在起诉以后申请。法律依据：《中华人民共和国民事诉讼法》第一百零三条财产保全采取查封、扣押、冻结或者法律规章的其他方法。人民法院保全财产后，应当立即通知被保全财产的人。财产已被查封、冻结的，不得重复查封、冻结。
