重大飞行事故罪既遂刑事责任的承担:
1、构成重大飞行事故罪既遂的，行为人一般需要承担被处以三年以下有期徒刑或者拘役的刑事责任；
2、如果造成飞机坠毁或者人员死亡的后果的，行为人需要承担被处以三年以上七年以下有期徒刑的刑事责任。
法律依据:《《中华人民共和国刑法》》第一百三十一条
【重大飞行事故罪】航空人员违反规章制度，致使发生重大飞行事故，造成严重后果的，处三年以下有期徒刑或者拘役；造成飞机坠毁或者人员死亡的，处三年以上七年以下有期徒刑。
