法律分析:
划拨土地的范围是国家机关用地和军事用地、城市基础设施用地和公益事业用地等，而安置房用地一般不属于这类项目，所以不能划拨土地的。
法律依据:
《中华人民共和国土地管理法》 第五十四条 建设单位使用国有土地，应当以出让等有偿使用方式取得;但是，下列建设用地，经县级以上人民政府依法批准，可以以划拨方式取得：
(一)国家机关用地和军事用地;
(二)城市基础设施用地和公益事业用地;
(三)国家重点扶持的能源、交通、水利等基础设施用地;
(四)法律、行政法规规定的其他用地。
