释义	如果属于刑事案件，犯罪行为损害的不仅仅是受害者的利益，也损害了社会公共利益等第三方利益，公安机关一旦立案不会轻易撤案。根据《中华人民共和国刑事诉讼法》第151条，经过侦查，发现所立案件具有下列情形之一的，应当撤销案件：①没有犯罪事实的；②情节显著轻微、危害不大，不认为是犯罪的；③犯罪已过追诉时效期限的；④经特赦令免除刑罚的;⑤犯罪嫌疑人死亡的；⑥经济犯罪案件，经立案侦查，对犯罪嫌疑人解除强制措施后十二个月，仍不能移送审查起诉或者依法作其他处理的;
