释义	法律分析：不可以。违建房即使缴纳了罚款的情况下，也是不可以办理房产证的。未经规划部门批准擅自私建的建筑物是违章建筑，违章建筑既未经规划部门审批，同时又违反城市的总体规划，虽然规划部门罚款进行了处罚，但是也不能补批规划手续，不能变为合法建筑，也不能正常办理产权证。法律依据：《中华人民共和国城市房地产管理法》第二十五条房地产开发必须严格执行城市规划，按照经济效益、社会效益、环境效益相统一的原则，实行全面规划、合理布局、综合开发、配套建设。
