释义	商品房价格实行“一价清”制度，即除物业管理维修基金外，所有费用必须包含在价格内，价外不得收取任何费用，否则就是价格违规行为。管道煤气、水、电初装费和开通费等。发展商如果要求交这些附加费用，按照目前的规定是不合法的。法律依据《新建商品房交易价格行为规则》第九条明确规定：经营者不得在公开标明的商品房价格外加收任何费用，也不得在商品房交付使用时委托物业管理单位追加房价外的任何费用。
