法律分析：不退押金是属于经济纠纷，报警也难解决问题。建议依据合同协商解决。首先要看合同约定，如果租房期满，没有什么违约的地方，押金理应退回。如果有损坏房屋设备、或者欠缴水电燃气之类的费用，那么押金理应扣除这些费用后，有余额才退回。不足还应补足。
法律依据：《中华人民共和国民典法》 第五百七十七条 当事人一方不履行合同义务或者履行合同义务不符合约定的，应当承担继续履行、采取补救措施或者赔偿损失等违约责任。
