释义	法律分析：1、供电企业对查获的窃电者，应当予以制止，并且可以当场中止供电。窃电者应按所窃电量补交电费并承担补交电费五倍以下的违约使用电费。2、如果拒绝承担窃电责任的，供电企业应当报请电力管理部门依照法律规定处理。3、窃电数额较大或情节严重的，供电企业应提请司法机关依法追究其刑事责任。法律依据：《中华人民共和国电力法》第七十一条盗窃电能的，由电力管理部门责令停止违法行为，追缴电费并处应电费五倍以下的罚款；构成犯罪的，依照刑法第一百五十一条或者第一百五十二条的规定追究其刑事责任。
