法律分析：在青岛的人才引进优惠政策中，是在新开发的区域按照每一个人每一年0.36万的标准，并且还有发放3年的生活补贴，如果在5年内在青岛市内购买新区的商品住宅房的话，是可以一次性发放10万元的购房补贴，但是只包括在青岛的人才引进的政策中才有的优惠。二，如果是新引进的全日制硕士研究生在读在新区买房，每人发放买年0.24年的补贴政策，除此之外，还有每3年的生活补贴。如果在五年内买新区域的商品住房的话是可以一次性发放5万元的购房补贴的。三，如果只是普通高校的全日制本科毕业的话，是可以享受每个人每年5000元补贴还有不超过3年的租房补贴。
法律依据：《中华人民共和国城市房地产管理法》 第六十条 以出让或者划拨方式取得土地使用权，应当向县级以上地方人民政府土地管理部门申请登记，经县级以上地方人民政府土地管理部门核实，由同级人民政府颁发土地使用权证书。
在依法取得的房地产开发用地上建成房屋的，应当凭土地使用权证书向县级以上地方人民政府房产管理部门申请登记，由县级以上地方人民政府房产管理部门核实并颁发房屋所有权证书。房地产转让或者变更时，应当向县级以上地方人民政府房产管理部门申请房产变更登记，并凭变更后的房屋所有权证书向同级人民政府土地管理部门申请土地使用权变更登记，经同级人民政府土地管理部门核实，由同级人民政府更换或者更改土地使用权证书。
法律另有规定的，依照有关法律的规定办理。
