一个人有两个户口是不允许存在的。但是否犯法，则应该看两个户口是如何取得的，如果在取得的过程中存在违法犯罪行为，则是要受到法律追究与制裁的，如果取得过程不存在违法行为，则公安机关经过核查确定后注销其中之一户口即可。

《中华人民共和国户口登记条例》 第六条 公民应当在经常居住的地方登记为常住人口，一个公民只能在一个地方登记为常住人口。
