释义	立案侦查是指，公安机关接到公民报案、控告、举报及违反治安管理行为人或者触犯《刑法》的犯罪嫌疑人主动投案，以及其他行政主管部门、司法机关移送的案件，受理后经领导批准，立为刑事或治安案件查处的行为。【法律依据】《刑事诉讼法》第一百一十五条，公安机关对已经立案的刑事案件，应当进行侦查，收集、调取犯罪嫌疑人有罪或者无罪、罪轻或者罪重的证据材料。对现行犯或者重大嫌疑分子可以依法先行拘留，对符合逮捕条件的犯罪嫌疑人，应当依法逮捕。
