释义	法律分析：初税亩是中国古代春秋时期鲁国在宣公十五年（公元前594年）实行的按亩征税的田赋制度，它是承认私有土地合法化的开始。“初税亩”：从字面上解释，初，即开始的意思；税亩，指按土地亩数对土地征税。具体方法是：“公田之法，十足其一；今又履其余亩，复十取一。”原来“井田制”，是九百亩中取一百亩，而“初税亩”之后，公田之外再收十分之一的税，也就变成了约十分之二。法律依据：《左传》初税亩，非礼也，谷出不过藉，以丰财也。
