承诺不可以撤销的原因:要约和承诺是签订合同要经过的两个步骤。要约是指要约人发出希望和他人订立合同的意思表示，承诺是指受要约人在规定的时间内，以通知的形式作出接受要约的意思表示。且承诺发生法律效力时，合同就成立了，应当事由合同撤销，而不是承诺撤销。
