释义	法律分析: 工作秘密直接涉及的利益主体是有关国家机关，一旦泄露仅对有关国家机关履行国家赋予的权力和职责等局部利益造成危害；而国家秘密直接涉及的利益主体是国家，一旦泄露会对国家的整体利益造成危害。法律依据: 《中华人民共和国保密法》第五条国家保密行政管理部门主管全国的保密工作。县级以上地方各级保密行政管理部门主管本行政区域的保密工作。第六条国家机关和涉及国家秘密的单位(以下简称机关、单位)管理本机关和本单位的保密工作。中央国家机关在其职权范围内，管理或者指导本系统的保密工作。
