释义	宪法原则。宪法是万法之法，是具有最高法律效力等级的法律，是综合性地规定诸如国家性质、社会经济和政治制度、国家政权的总任务、公民基本权利和义务、国家机构这些带根本性、全局性的关系或事项的根本大法。其他所有法律、法规，都是直接或间接地以宪法作为立法依据或基础，或是不得同宪法或宪法的基本原则相抵触。离开了甚至背离了宪法的原则或精神，立法乃至整个法律制度和法律秩序就必然会紊乱。
