释义	如果学校有退还学费的义务而不退还的，学生家长可以与学校协商解除，如果协商不成的可到主管教育的教育局投诉，投诉解决不了的可以提起诉讼。法律依据《行政诉讼法》第八十八条人民法院审理上诉案件，应当在收到上诉状之日起三个月内作出终审判决。有特殊情况需要延长的，由高级人民法院批准，高级人民法院审理上诉案件需要延长的，由最高人民法院批准。
