释义	报捕就是公安机关向检察院呈报批捕的意见。法律保护公民的人身权益，公安机关有暂时拘留行为人的权力，但逮捕的决定须经监察机关作出。法律依据：《中华人民共和国刑事诉讼法》第八十七条：公安机关要求逮捕犯罪嫌疑人的时候，应当写出提请批准逮捕书，连同案卷材料、证据，一并移送同级人民检察院审查批准。必要的时候，人民检察院可以派人参加公安机关对于重大案件的讨论。
