生产烟花爆竹需要什么手续 |

办理烟花爆竹营业执照的步骤如下：
1、工商营业执照：
领取设立登记申请表、股东（发起人）名单、董事经理监理情况、法人代表登记表、指定代表或委托代理人登记表，连同核名通知、公司章程、房租合同、房产证复印件、验资报告一起交给工商局。大概3个工作日后可领取执照；
2、申请组织机构代码：
凭营业执照到技术监督局办理组织机构代码证；
3、 税务登记证：
办理税务登记证时，必须有一个会计，因为税务局要求提交的资料其中有一项是会计资格证和身份证；
4、办理生产许可证：
办理生产许可证必须填写统一格式的《生产许可证申请表》一式四份，报质量技术监督局业务科。并提供企业法人营业执照，例行（型式）检验报告，环保、卫生证明等；
5、凭营业执照到当地环境监督部门申请排污检测。

《烟花爆竹安全管理条例》第八条
生产烟花爆竹的企业，应当具备下列条件：
（1）符合当地产业结构规划；
（2）基本建设项目经过批准；
（3）选址符合城乡规划，并与周边建筑、设施保持必要的安全距离；
（4）厂房和仓库的设计、结构和材料以及防火、防爆、防雷、防静电等安全设备、设施符合国家有关标准和规范；
（5）生产设备、工艺符合安全标准；
（6）产品品种、规格、质量符合国家标准；
（7）有健全的安全生产责任制；
（8）有安全生产管理机构和专职安全生产管理人员；
（9）依法进行了安全评价；
（10）有事故应急救援预案、应急救援组织和人员，并配备必要的应急救援器材、设备；
（11）法律、法规规定的其他条件。
