高邮市最低工资标准为2070元。二类地区的月最低工资标准为2070元，包含了徐州市区(不含铜山区)、南通的海安如皋如东三市县、连云港市区(不含赣榆)、淮安市区(不含淮安区、淮阴区、洪泽区)、盐城市区和东台市、仪征高邮宝应、靖江兴化泰兴。即苏中三市的下辖县市(不含启东)和苏北五市的老市区加1个东台市。
最低工资：
1.最低工资，指劳动者在法定工作时间提供了正常劳动的前提下，其雇主或用人单位支付的最低金额的劳动报酬。
2.最低工资制度是国家层面以法律形式干预工资分配并保障低收入劳动者基本生活的制度，也是政府调节经济活动、保障劳动者权益、促进社会公平的重要手段和工具。
3.最低工资一般不包括加班工资、特殊工作环境、特殊条件下的津贴，也不包括劳动者保险、福利待遇和各种非货币的收入。最低工资应以法定货币按时支付，一般由一个国家或地区通过立法制定。在国外，除了政府可以制定最低工资之外，某些行业的组织也可以自行制定该行业的最低工资。
4.最低工资可以用月薪制定，也可以用每小时的时薪制定。最低工资的制定反映了监管机构对劳动者权益的保护。在国外，最低工资是政府对劳动市场的正当干预。
【法律依据】：《中华人民共和国劳动合同法》 第三十条 用人单位应当按照劳动合同约定和国家规定，向劳动者及时足额支付劳动报酬。
用人单位拖欠或者未足额支付劳动报酬的，劳动者可以依法向当地人民法院申请支付令，人民法院应当依法发出支付令。
