释义	法律分析： 20个工作日。各级烟草专卖局的审批人根据法律法规和当地合理布局要求进行复审,并在其受理之日起20个工作日内依法作出审批决定。法律依据：《中华人民共和国烟草专卖法》第十二条开办烟草制品生产企业，必须经国务院烟草专卖行政主管部门批准，取得烟草专卖生产企业许可证，并经工商行政管理部门核准登记；其分立、合并、撤销，必须经国务院烟草专卖行政主管部门批准，并向工商行政管理部门办理变更、注销登记手续。未取得烟草专卖生产企业许可证的，工商行政管理部门不得核准登记。
