释义	法律分析：竣工验收报告中的工程造价不含土地成本。法律依据：《中华人民共和国建筑法》第十八条建筑工程造价应当按照国家有关规定，由发包单位与承包单位在合同中约定。公开招标发包的，其造价的约定，须遵守招标投标法律的规定。发包单位应当按照合同的约定，及时拨付工程款项。《中华人民共和国招标投标法》第三十三条投标人不得以低于成本的报价竞标，也不得以他人名义投标或者以其他方式弄虚作假，骗取中标。
